It absolutely closed! I lived through it. The first thing that really opened were the beaches because it was spring break and Florida depends on the revenue.
In Florida, the governor left much of the pandemic closing decisions to the counties. He only closed the 3 most popular Spring Break beaches but didn’t throw people into jail for going there anyway. The other beaches were left up to the locals.
He never required the public to wear masks, unlike many other states. He even signed executive orders to combat the overreach of some of the counties and businesses that were causing people to lose their jobs if they didn’t get jabbed.
I also lived through it here in Florida.
