I heard an interview with Rep Juan Ciscomani (AZ), he voted against the resolution because it contained a $16,000,000 fine. Such fines, were tried by Pelosi, fought in court and ruled unconstitutional.
He added that the fine, as written was to be removed, and another vote would occur next week. He stated he would vote in favor of the next resolution to censure.

My first thought was that “embedding” that 16 million fine was a big mistake, making the resolution certain to fail.
But maybe that was the idea all along! Those who tailored that resolution wanted to show the public their hardline stance, but viciously sabotaged it for an unknown reason...
Isn’t it ironic... in a way, those who voted against the censure actually were the ones HELPING Schiff because they added the 16M fine, knowing the resolution would be rejected that way! It’s a wild theory... but still...

There is an excuse every single week to pass Biden’s agenda, too.
There are Republicans that Voted against the Censure that said it had nothing to do with the fine. They are on-record.
It’s also counter-intuitive to grab the Constitutional excuse when Schiff was ignoring the fourth amendment by doing searches without Warrants, something he has said he will do again.
Knowing the perpetual betrayal of these vermin, I believe their goal is to allow Schiff to operate with impunity.
