Absolutely. It is saying, we will not help a NATO ally defend its borders from Russia unless you agree to keep expanding NATO membership as the US wants it to expand.
NATO membership is via unanimous vote of NATO members.
This is bullying in the same way the USSR would restrict supplies to Eastern Bloc nations if they did not support Soviet foreign policy in places like the UN.
