As long as California and New York confine payment to solely its idiot taxpayers, I say go for it.

Absolutely no money from any other political entity, especially the Federal government.

"New York was a salve state?"

Technically, no. New York like all 13 of the other states inherited slavery from Britain when we kicked the empire out. One of our Founding Fathers is personally responsible for abolishing slavery in NY - John Jay.(one of three authors of The Federalist)[You know, those slave owning founders]{Oh, and I get ripped to shreds by people who don't know a _____ about their history saying the Founders were abolitionist. Whatever. I'll continue to say it cause its true.}

However, there is this, which depicts a slave auction in 1643:

So basically what is happening is that New York State currently, has plans to pay the Netherlands' share of the reparations, instead of sending a bill over to the Dutch for their slaving.

In the year 1643, there was no New York - there was only New Amsterdam. There's no reason why the U.S. or any state should pay $$ for the guilt of another nation.
