I think it was a man in “transition”. It showed someone with longer hair and wearing makeup. If a girl is transitioning to be a guy (which is impossible), the girl usually stops wearing makeup and cuts her hair short.
Not that your statement about giving testosterone to women is untrue. It just doesn’t fit here.
