Don’t rely on Wikipedia. It was the office of the Commissioner of Internal Revenue that was established in 1862, and that expired in 1872. The Bureau of Internal Revenue was created in 1913 concurrent with the 16th Amendment, which was Wilson’s implementation of the second plank of communism; the name of this office was changed to the Internal Revenue Service in 1953, under Eisenhower.

I’m not. I remember it was Lincoln that signed the law, and the tax was what expired in 1872. The Supreme Court went back and forth on income tax. But the Sixteenth Amendment was ratified in February 2013, abd Wilson wasn’t sworn in until March 4th, 2013, so, as much as we want, we can’t really blame that on him, including the expansion of the IRS, can we?
