To put in solar in the rest of our cul de sac, they will have to cut down native oaks and redwood trees. That will not fly with the greenies.

They just finished solar on the last house on a nearby cul de sac.

The home only had 1200 square foot of roof for the new solar panels. The cost was $50,000 for the solar and more to come for the external and in home wiring.

I know that you are right, anyone that can, will construct their own generator. The only problem is that as more people do the more it is likely that California will use permitting and private electricity taxation.
