SHASTA COUNTY, Calif. — A bill is being discussed in the state legislature that is an indirect, if not direct, result of Shasta County dumping the Dominion Voting Machines in favor of hand-counting ballots.
County Clerk and Registrar of Voters Cathy Darling Allen spoke at the Redding Rotary Club Lunch Meeting on Friday. She says assembly bill 969 (AB-969) has been introduced by Assembly Member Gail Pellerin, a retired county clerk who represented parts of Santa Cruz and Santa Clara counties.
The proposed law "would prohibit a county board of supervisors from terminating an existing voting system contract without a transition plan and a replacement contract in place," a portion of the document reads.

But that effectively mandates that counties use third party systems. Does the state gave the authority to to that?
Of course. The only way to have an unbiased count is to give the task of vote-counting to a foreign power, or to machines made by a foreign power. It’s in the constitution.

THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS:
SECTION 1. Section 19207.5 is added to the Elections Code, to read:
19207.5. A county board of supervisors shall not terminate an existing voting system contract without a transition plan and a replacement contract in place.
SEC. 2. This act is an urgency statute necessary for the immediate preservation of the public peace, health, or safety within the meaning of Article IV of the California Constitution and shall go into immediate effect. The facts constituting the necessity are:
In order to ensure that county elections officials know what voting system they will be using,
particularly with the upcoming 2024 March Presidential Primary,
it is necessary for this act to take effect
immediately.

What does California’s constitution say about this? AB 969 if enacted sounds like, at least in part, is unconstitutional per the US Constitution since if applied to Shasta County it would be an ex post facto law.
My reading of this is as currently standing; the Shasta County decision is a past action, therefore would not apply (per my understanding of the text of this bill).
So she’s admitting that the elections in Santa Cruz have been completely fraudulent.
Wouldn’t be worried if they weren’t.
And why require a “replacement contract”? What’s wrong with county elections people and volunteers doing it?

I’m willing to take that risk; I live and am registered in TRINITY COUNTY, so I will have no dog in their hunt, wouldn’t even know who the candidates were.
