Article 4 of The 14th doesn't actually say they must be paid, it says the public debt shall not be questioned. Basically that means the Gov't. can't deny it exists It does not say it MUST be paid when due. But it does say Congress shall have power to enforce, by appropriate legislation, the provisions of the Amendment. Presidents have nothing whatsoever to do with enforcing the 14th.
