Yeah, either hanging from one grommet or got twisted in the wind, or both. I work across the street from a post office. I’ve seen their flag do some pretty interesting things!

Actually the upside down flag as a message of distress was the Union Jack. At first glance a foreigner wouldn’t notice but a british national would. Mostly meant to be used with ships at sea.>>> Yes Title 4 section 8.

From about 3:44 to 5:15 he shows the flags flown correctly and explains that there was something wrong with the flag which appeared to be upside down and the problem had been corrected.

It’s the new 57 state flag designed by Barack Mubama.
See, at the time people thought it was some odd slip of the tongue but he was apparently counting Mexico, Guatemala, honduras, El Salvador, Costa Rica, Panama and Venezuela as states.
