Cal govt is a greedy bastard. The billionaires would receive summonses no matter where they moved. I payed taxes one year on my car in Cal. and moved out of state. They still tried to tax me after I was long gone.

Tax laws in NY were so punitive, Rush refused to travel there to do anything as the state would interpret that as him working in the state & subjecting him to their income tax laws.
I left Cal in 2004, never wanted to return. Went to NY state in 2001 for work, have not been back.
Not one of those “billionaires” has even a fraction of their wealth in cash in the bank.
Were this truly attempted, and they could:
1. enforce it, (not likely)
2. keep them from just leaving the city/state, (also not likely)
3. Keep it from getting tied up in legal/legislative maneuvering indefinitely (also most likely)
the sell off of stocks, bonds and real estate would cause unimaginable havoc on all sectors of the economy nation wide, possibly even world wide.

The billionaires would be wise not to own property in SF.
If they insist on living there they should be leasing—preferably with the lease in the name of a shell corporation that is hard to trace to them.
If they are ever found out they can just break the lease and flee to another one of their homes.
