That turnout number is eerily similar to the New York City voter turnout in the Mayoral elections that elected AND re-elected the disastrous Bill De Blasio for mayor after 20 years of relagive peace and prosperity under Republican Mayors Giuliani and Bloomberg.

Unless I’m otherwise mistaken, I’d say Jacksonville is a blue city in a red state.
It’s mixed, Democrats can win and often do win but Republicans win the majority of the time
The reason the democrats could win this race is the Republicans in the primary election spent incredible amounts of money ripping each other to shreds in an extremely dirty campaign
The vote turnout between parties is virtually tied 68,703 for the democrats and 68,691 for the reps. (When I started writing this post, I did not realize today was the election day and this turnout report is dynamic. It has since changed to 69,043 Dems to 69,143 Reps.)
So this is a runoff election between Donna Deegan (D) and Daniel Davis (R). In the first election, Donna took 39.4% to Daniel’s 24.7% combined the two Dems 48% to the Reps 51% Two non party candidates to 1%
It will be all abouth elction day turn out. Results will be later tonight.
The pop of Jacksonville is 949,611. Eligible voters is 659,247. 23% of the pop is under 18 so eligible votes should be 731,200. They are capturing 91% of the potential voters, assuming the voters list does not have a lot of dead names.
Perhaps they do for Mayor, but nothing else lately.
Jacksonville 2020: Biden 51.8%, Trump 46.6%
Jacksonville 2016: Clinton 47.9%, Trump 47.8%.
I don't have the 2022 precinct data but they *probably* voted for both Republicans, however in 2018 J'ville voted for the two Democrats: Bill Nelson for Senate and the homosexual crackhead felon for Governor.
You are not taking into account past mayors, sheriffs, city council and state representatives and senators
Add all those together and Republicans are normally in the majority
