I would suggest, nothing is accomplished by legislation any more. Extra constitutional bureaucracies are responsible for governing, and the only reason McConnell was forceful on the courts is because he has no intention of legislating. If Trump goes into office and immediately fires all of the long term bureaucrats running these offices, he could have a long-term effect. If only by proving the bureaucracies are unnecessary when republicans resist his appointments.

If Trump did fire a bunch of bureaucrats, what are the chances of the Democrats getting a liberal judge to stop it which would tie it up in court for months if not longer, assuming Trump won the court case, the next Democratic President would simply reverse the firings by hiring replacements.

McConnell for all the roadblocks he put up for Trump’s agenda, he did good things with respect to Judges, imagine Merrick Garland as a Supreme Court Justice right now. McConnell for all his faults did stop Garland from a lifetime appointment as a Judge.
