The Emperor Caligula ordered his soldiers to go to the beach and lash the sea with whips, stab the waves with their swords and throw spears at them. I think you are confusing Caligula with the Persian Emperor, Xerxes, who had the waters of the Hellespont whipped and branded when a sudden storm prevented him from crossing over to invade Greece.
