The supposed $98 billion “surplus” was vaporware/imaginary due to the $200 billion in Federal “CARES Act” printed money given to the state during COVID.. (Not to mention “creative accounting” in regards to unfunded mandates).
There were also massive capital gain windfalls that will not be there again soon.
