The longer the choking hold is maintained, the greater the risk of causing permanent damage. Irreversible damage is what? Seven or eight minutes with blood flow to the brain cut off, IIRC.
I recall reading an article sometime ago that black males were particularly vulnerable to circulatory collapse from this chocking hold and that greater than normal care was needed if applying it as a restraint.
