Says who? They’re going to have to cite an actual federal statute if they want to arrest and prosecute anyone.

I wouldn’t be surprised if one comes into being. In addition to statutes, there are administrative rulings and opinions of attorneys generals, as well as court opinions, all of which can be used to twist existing laws into something hideous.
