I doubt they give much thought to the validity of what they say. Every word is focus-grouped to determine its public reception. That means that a large enough percentage of the voting populace will buy into their magical power generation scheme to get them elected.

No it is not, but you also have to remember that no shielding full protects from a very close range EMP. Plus shielding an Electric Vehicle is going to make it heavier, which is going to drain the core quicker requiring more charges.
