Look at the precinct level breakdown of the voting in the mayoral election and you'll see the same pattern as in the 2020 Presidential-year election: many of the poorest, blackest precincts reported 90+% voter turnout, which you couldn't get offering a free bucket of chicken and complementary malt liquor in those neighborhoods.

Fraud pushed Johnson over the top, just like it did Biden in 2020, and probably will again with whatever sock puppet the regime chooses in 2020.
