Yes, but Texas still has a red governor (for now). He needs to take care of this.

The Governor has limited powers in Texas. The state RR Commissioner has more power. Not sure if either can help in this situation.

Texas has a weak governorship. He has not the abilities of governors in states with strong governorships.
