Nothing good happens at that hour in San Fran Sicko.

And not much good happens during daylight hours in San Francisco. I feel bad for his family, but he voted for the very policies and laws that led to his murder. I'm not going to wring my hands for a person that voted for their own demise.

And has there been any explanation on why Bob Lee was walking the streets of San Francisco at 2:30 am? Even in a low crime city that isn't a good idea. Where was his situational awareness?

He had just moved to Miamai due the crime in SF. Perhaps he was nostalgic and was seeing the SF streets for the last time.
