Dunno if they still do it, but back in the 80s and 90s Easter Sunday was ‘free’ day in the Loop, with the gangs taking over the CTA busses and L. No one in their right mind would be caught there. Of course the media downplayed it, and every year a bunch of tourists got their pockets emptied and their bells rung.
