You’re right, a lawyer was on the radio last night saying the statute of limitations can be overlooked if the person is fleeing arrest, not when his whereabouts are known.
That’s what I thought.
Here is the long definition of “fleeing”. Notice that it does not apply to Trump, and therefore the constitution does not even force extradition:
