That's martial law.

Marshal is a law enforcement officer or other official, as in U.S. Marshal, Air Marshal, or Fire Marshal.

Marshall is someone's name, as in the Marshall Plan, the Marshall Islands, or the Marshall Tucker Band.

Martial pertains to things that are under military control, as in martial law.
