Neither of your Scripture citations are actually relevant to Angelino’s question as to when the United States established a “covenant” with Israel. (Which would be never. We have treaties and diplomatic agreements, but no covenants.)
Then again, it would also be incumbent on you to prove that those verses also apply to the modern state of Israel (a manmade creation that prides itself on being the most LGBT-friendly nation in the Middle East) simply because it shares the same name with the Biblical kingdom/people that God actually DID establish a covenant with.
Jesus and covenants was invoked in the post...my response is relevant.
