The captain reports to the chief of police.
He or she tolerates this behavior.
The chief of police is usually an appointed position.
Appointed by an ELECTED mayor.
He or she tolerates this behavior.

The mayor is overseen by an elected town council.
They tolerate this behavior.

So, who is ultimately responsible for this behavior from the police department?

THE VOTERS THAT CONTINUE TO ELECT THE S.O.B.’s that tolerate this behavior.
These voters need to pay for their own incompetence.
