At no time during Ronald Reagan’s Presidency did the Republicans control both houses of Congress.
GOP held Senate from 1981 to 1987 but never had the House during that time. Back then though there a couple of dozen conservative Democrats in the House. The Senate majority was tainted by the “moderate” Howard Baker of TN.
