She went to a BANK, not an ATM.
They love to make up new buzzwords (’jugging’??) and used it here where it doesn’t really apply.
They did, apparently, watch her come out of a bank with money and follow her.
Try reading the headline and second paragraph…
“…withdrawn $4,300 from ATM for trip to Vietnam”
About 99% of my ATM withdrawals are done using the ATM at my bank or its other branches.
