Obviously, what we need to do is charge people for NOT riding BART. More gas taxes, a mileage tax, a telecommuting tax, more bridge and road tolls. I mean come on! Is there any problem a tax can’t solve? /S

New York did that decades ago. Forced the TBTA (bridges and tunnels) under the MTA. Now the toll bridge gold mine supports the mass transit money pit.
Talk about charging people for not riding, all small businesses in my state for many years were paying a rail tax. If the train came into your county or town you paid a rail tax whether you rode it or not
