He did. He fooled the people who mattered..... the media and politicians (who wanted to be fooled for their own interests). They used “Covid” to change an election and get rid of Donald Trump.
If they had told the truth from the outset there would have been far more “outrage” towards China (and pro-China politicians) because we still did not know at that point that Fauci funded their lab.
By saying it was an “accident” it put the focus on “Trump” and they could accuse him of being xenophobic by simply calling it the Wuhan flu or the China virus.

Based on the news of the time, I 100% believe it was released intentionally to cause a panic to crash the economy specifically to take out Trump. There is no doubt in my mind anymore
