That is the official party line from the Federal Government.
Looks more to me like an international terrorist franchise operation. "Each location is independently owned and operated". The communist (Russian) roots of ANTIFA are well-documented history of the last 80 years. The operation has long since grown beyond direct control of its' founders.
There are quite a few "investors" who have bought in. There is a network of "Non-Government-Organizations" which fund the operations. Many of these organizations are in turn funded by a combination of major corporations and even the Federal government. They operate with minimal efforts at concealment.
The FBI could track down the networks with a supervisor and a couple of trainees in a month or so - if they were allowed to do that. There are no indications of such programs in operation.
More likely the FBI has informants and agents in some of those networks and is directly funding and supervising minor terrorist activities in preparations for entrapment prosecutions - which always get cancelled.
Who is using who?
I imagine they are using each other but which one has real power?
