It’s an English translation of probably a foreign translation of a likely AP article.

These reporters don’t write their own articles. I’ve seen the same exact wording in numerous articles, all with different authors. So an org like the AP will write an article and then spread it around to all the “reporters” and they don’t have to work, but get a byline in their paper.

It’s all a sham. So what happened here is some Hispanic reporter translated an article and nobody who reads or writes in English proofread or edited it. So house as in house of representatives translates to “home” and moderate translates to “average” etc. And the syntax is all screwed up.

It’s comical!

That is a bit of an overstatement. He served 2 terms as governor, more disliked than hated. He is a republican in the people’s republic of MD (really a moderate democrat).
