Trump always over-promises.

No lame duck president can eliminate the Deep State in a single term.

He would need the full support of a super majority in both houses, plus the courts.

And provided that those politicians and judges refuse to buckle even when it costs them (e.g., blackmail by the intelligence services and foreign governments, demonization by the media and big tech, financial hits from Wall Streets, etc.)

The Deep State isn't going anywhere. At least not until this whole society collapses. As it will. All societies collapse after a while.

You’re sadly correct. President Trump wants to improve things, but he needs cooperation with the Legislative branch to do that. That’s not going to happen, as he is disliked by too many and he and they have burned too many bridges.

He can take Executive actions and those will have an effect. But he’s limited as to what he can do.

And his Executive actions need to be viewed with some trust but verify. He had multiple Executive actions halted in Federal court due to Administrative Procedure Act defects.

He’s suspect on gun rights, given his ATF rule regarding bump stocks.

He’s solid on immigration and business issues, but he needs good hiring decisions to execute those issues.
