He can co-sponsor legislation, but he can’t vote in committee or on the floor. It’s a dirty not so secret that staff do most of the work of drafting legislation.

Correct. This is hardly unprecedented. Check out how Strom Thurmond's final years in the Senate transpired.

Doesn't make it right, but, hey, if that's what the people of the Commonwealth of Pennsylvania voted for, who's to tell them they're wrong?

I would hope that not even a power of attorney would legally qualify someone to sign the presidents name. Or any public official for that matter. Not for government matters anyways.

Most congress critters have proxies vote for them, write and read the legislation, etc

Right now, in a mental health wing of a hospital, John Fetterman is probably not trusted with his own shoelaces, and he sure wouldn’t be allowed to sign legal documents, How would it be even somewhat probable for him to participate in crafting legislation?

Yes, Fetterman supposedly cannot vote if he is not there in person, but don't be surprised if somehow he "votes" whether he is present or not, if Schumer vitally needs his vote.

The corruption is blatant, out in the open, and they know there is nothing we can do about it.

Yes, depressed folks may be competent to decide things. BUT I don’t believe US Senate allows remote voting. Unlike his election campaign votes can’t be just mailed in. So whatever he does outside of Senate chambers or committee room shouldn’t count towards passage of legislation. If any legislation is claimed to have passed via with his ‘vote’ and with no spare votes while he was physically absent it should be straightforward to overturn it in court.

I took “cosign” above to mean “co-sponsor.” That might be allowed; I’m not sure.

As I recall, Austin Murphy (D-PA) was censured back in the 1990’s for having someone else vote for him (on the floor I think not committee)
