But the feds don’t run those elections, the states do. So, yeah, it’s not really a “nitpick”, but a serious problem with any proposal that the feds are going to be able to do anything about those elections.
No, it's a nitpick because the Constitution gives Congress the ability to legislate "Federal" elections, or, in other words, any elections that involve federal level candidates.

They can legislate all they want. They don’t have any people on the ground to run them though, and as we have seen clearly over the last few years, it’s the people who run the elections who make the rules, no matter what the rules on the lawbooks say.
