Sure. As I see it, classical liberals are all for personal freedom. In a way, they are not that much different from libertarians.
But modern liberals (“progressives”) are very much different. Progressives have their viewpoints, just like the classical liberals do. But progressives demand that you accept their viewpoints without question. There is no room for dissent.
Modern liberals are fascists. Classical liberals are not.
The concept of “personal freedom” does not entail personal license.
So there is no difference between a “classical liberal” and your everyday big government liberal. Got it.
