What does "allow" in the above quote mean? It could mean that it provides funds that pay for weapons and other things, so that if the Ukraine govt. has any money of its own left after paying for those things, it can provide pensions, etc. Or it might mean that US funds are going to pay directly to penioners. Who knows. Maybe some of these "pensions" don't even exist yet. What happens if you leave food out for roaches?
