I went to school back in the 1970s. I saw some pretty brutal fights on school busses. no one ever got in trouble. The worst was an admonishment from the bus driver. Even fights in the school itself rarely drew a suspension — it was usually just after school detention. Of course, we had no way of recording video back then.

That being said, those fights involved fists, not attempted strangulation.

Exactly. and the fights almost always were fairly equal in weight and height.

I would imagine they also involved willing combatants.

There is nothing wrong with solving a problem through mutual combat if both parties agree that is the best way to solve it. If only one party willingly engages in the violence, that is called assault.
