You may be correct, but it is still pure speculation at this point. GOP Senators like John Kennedy would be closer to the situation and his speculation would be closer to the mark. Yet Sen Kennedy was admittedly confused. If Kennedy thought this was a cover for Biden's bumbling, he wouldn't hesitate to say so.

I don't think he was confused. I think he was saying that the information they allowed to be released results in confusion . I think there's a lot they're not allowed to say....cause you know, national security.
