It’s one thing if these 4th graders only could read at a 2nd grade level, for example. But if they are unable to read at all, that’s stunning.

Not surprising. Public schools in my area are at 11% - 12% reading proficiency.

There's more. About 25% of the children in one school that I'm aware of are “refugees” from Iraq, Afghanistan, and Sudan. They don't know English. The teachers don't know how to communicate in the refugees’ respective languages. I'm sure the warehousing of refugees is a money game. So it goes in Austin, Texas.
