Yes, Trudeau is not a real leader. But I have a slightly different take. Trudeau saw the bad press Biden got from this incident. Also, the original balloon went over Canada on its way to the lower 48 states. With this new one (or more), he wanted to avoid appearing as feckless and cowardly as Biden, so he probably asked his Air Force about shooting it down. When they said it was not a sure thing, he asked the Biden administration to shoot it down with his blessings. Then he looks like a strong leader and gets good press for this incident. A doughty politician to the very end...
