You are off by an order of magnitude: The concentration of CO2 in the atmosphere is roughly 400 ppm.
That is 0.04%.
The water vapor present (in varying concentrations) in the atmosphere has a greater greenhouse effect. So the logical thing to do would be to cover the world's oceans in plastic sheeting, to prevent evaporation!
