if you know its there, it can be monitored to see what electronic signals it is sending. You can monitor its monitoring.
Depending on how high it is - some sources have said 50K feet, some have said 50 miles - if you shoot it down, it could cause damage on the ground

50 miles = 264,000 feet. I don’t think it would be visible at that height, unless it was massive (like the ISS).
Send some drones up via helicopter (for the altitude boost), or maybe a Cessna or something to capture it and bring it down, to reverse engineer the intelligence it has gathered.
