Yes - your medical records are available at the local, state/territory, national and international levels. Even airport screeners (eg. TSA) have read access to them.
W.H.O. Introduced a series of âÂÂDiagnostic codesâ that have absolutely nothing to do with diagnosis but rather âÂÂvaccination statusâ to be used to restrict International Travel. They allow nations to use them as they please so each codes purpose can be used differently from one country to the next. An example is Z28.310 (unvaccinated for COVID-19), Z28.311 (partially vaccinated for COVID-19) and Z28.39 (Other under-immunization status). In the US, The attending healthcare facility will ask if you have been vaccinated for COVID-19. If you say No, youâÂÂre assigned Z28.310. If you answer Yes, they will ask you if youâÂÂre up to date on your boosters and if you say No, youâÂÂre assigned Z28.311. This information in the US is shared with County and State Health departments and percolates to the Federal database where government agencies (CDC, TSA, etc.) have access to it. In addition, W.H.O. has access to each NationâÂÂs database as well as medical facilities in foreign countries should you require medical treatment or, as per original W.H.O. intent, the nation youâÂÂre visiting has placed travel restrictions on those who are unvaccinated or not up-to-date on their COVID-19 vaccine.
I had a T-shirt made with Z28.310 printed in bold letters on the front and back I wear to the airport or any healthcare facility (hospital, doctors, dentist, urgent care, dermatologist, etc.). If ask if I have been vaccinated for COVID-19, I point to the letters on the T-shirt. You would not believe the strange looks I get because they have no idea what that ICD-10 diagnostic code is or means.
In the US, they are required to ask so they can be reimbursed for healthcare services rendered. If you are listed as fully vaccinated against COVID-19, they will not ask the question unless there is an additional booster requirement imposed.
NO the TSA does not have access to your medical health record.
A separate registration database perhaps, but believe me your Medical Record in your EHR in your providers EMR is not being sent to the Feds. First because no EMR vendor would allow the data to be so easily extracted... Don’t believe me, go actually find the Blue Button+ (if your provider has one, and try to use it) see what you get... its comical. Secondly, if they did expose your record to ANYONE, even the federal government they would be in violation of HIPAA laws and subject to civil, criminal and punitive damages.
Being the committee who decides what codes are added to the ICD standards, does not give you access to the EHR/EMR.
It simply decides what code stands for what and gets added to the standard, like any standardizing body.
I am well aware of the coding systems, not only ICD (9, 10, 11) but also CPT and others. Had to run the system that cross referenced them for Natural Language querying of patient records, among other things to try to make sure doctors actually had accurate information.
What folks don’t remotely get is how much of your medical information is flat out plain text.
The fed doesn’t have hour EMR... Doesn’t mean there aren’t people who wouldn’t love to have it, but trust me, Cerner or Epic nor any of the other vendors are sending your information off to DC or elsewhere.
NO the FEDS do not have access to your medical records.. stop the BS
