The street vendors will not be robbed if they don’t have cash on hand.

But if you add it all up it sounds like people need to avoid being in Chicago in the first place.

Create the problem to force their wanted, desired “solution”.

They adopt polices that make crime surge, then say stop using cash to reduce their own-created problem.
