That became history on September 24, 1965, with Affirmative Action. Discrimination based on race, color, religion, and national origin by those organizations receiving federal contracts and subcontracts became illegal.

And how's that working out? Do we need more of that (like H-1B interference) or a lot less?

As an aside, part of the magic of laying off a group of workers is that it is difficult to prove individual discrimination.
