Really? I guess I missed that when reading the duties of the VP in the Constitution especially the part of being the commander in chief.

Apparently GW Bush issued an EO authorizing Cheney to classify/declassify, and Obama retained it for Biden. It’s not in the Constitution of course, it’s what they call delegation of power.
