If McCarthy was given the agreement to get the votes that has been reported, and rejected it, then he’s got no one to blame but himself.
I have no idea if that reported offer really happened, but given how arrogant this guy has acted, even moving into the office before the formal vote happened... then I would say odds more than 50/50 that the offer was indeed made and he rejected it.
If this guy can’t get votes to be speaker, how can he run it once he is?
