It has to be a majority (50%+1) of votes cast.
So democrats really can’t win. But they can screw the process up. Like vote for McCarthy. Or hold out for a conservative and a liberal GOP person to go forward. Then vote for the liberal.

It’s one thing if the votes are anonymous. But these votes are done in the open. Even Democrats may not do this because primary challengers will point out these Democrats voted for a Republican.
