Ursula was confused by a bad translation. She meant to say

Maybe she meant to say "10,000" or maybe she meant to say "100,000 casualties, including KIA and WIA"

The original Ukrainian source document given to the EU said over 100,000 "officials" killed, which means total troops in the Ukrainian language, but this was mis-translated into English as "officers." It didn't surprise me that the stupid Ursula didn't catch this.
